Peter Skippin saves returning players from sitting through the tutorial again.

Services
Choose "I'd like to skip the tutorial" and he sends you straight to Lumbridge. He does it by killing your character, which is harmless – nothing is lost, and it does not count as a death.
Hardcore ironmen are skipped without being harmed at all, so their one life is safe.
Choose your Ironman mode before talking to him. Once you leave the island it can never be set.
