Bought from Thurgo (South of Port Sarim, near the Asgarnian ice dungeon) for 99,000 coins once you have level 99 Smithing. The cape is untradeable, and a replacement can be bought for the same price.
Uses
33% chance to use half the usual coal when smelting. Also works with the Superheat item spell.
