Item sources
[edit]Bought from Captain Rovin (Varrock Palace, top floor of the north-west tower) for 99,000 coins once you have level 99 Attack. The cape is untradeable, and a replacement can be bought for the same price.
Uses
[edit]When a melee attack misses there is a 35% chance it is re-rolled, turning some misses into hits.
